Peer review: scientific journals have a process of peer review to ensure that documents Published free of errors in reasoning and methodology that they realize that the best research. Upon presentation of a document, the publisher the journal removes the names of authors and researchers to send experts to examine. Authors' names are kept confidential by the editor to ensure that the reputation of the author, past personal differences, or other factors as quality of work can not affect the examination. The editor of the magazine examines the examiners' reports and decide whether the document should be released or returned to author for corrections. Little works are rejected outright and the documents returned for correction are usually returned with reviewers' comments.

The names of the commentators are kept confidential by the editor to ensure that the author did not directly in contact with the examiner asserting or not retaliate against an examiner. In a recent case, John Christy was able to discover through the CRU stolen e-mails that have examined one his papers and why the publisher has published, as he did. The document has been controversial in nature and opinions not held by most Other climatologists. The editor, in an attempt to present both sides of the question paper published Christy, along with a document that presents the opposite view. Using the information that he should not have been entitled, Christy publicly attacked the reviewers, the editor, the process of peer review, and climate science in general. His actions violated the integrity and professional ethics required of scientists as it issued its public notice before the matter could be impartial inquiry.

The public rights: Argues that the names of reviewers and why the editor should be made public are not valid. Scientific journals are funded by subscriptions and membership fees and not funded. The review process is configured as it is to ensure the integrity scientific papers published and "peer reviewed" is the gold standard of quality scientific information. The editor of the newspaper right to choose reviewers and decide what is published as the editor of a newspaper has the right to publish or reject items without revealing reasons.

Scientific Data: The public's right to researchers' data is another matter. Researchers are required to maintain records of their research so that any scientist with a comparable education and skills could replicate the research. The "reproducibility" of research is an important factor in the years examiner evaluating research. The public has a right to information produced by public research and can be required by the Freedom of Information Act (FOIA). Usually, a "gatekeeper," as the project manager is designated to handle requests FOIA. Gatekeeper is responsible to see that not only the public's rights are respected, but the FOIA process is not abused and that Scientists are protected.

Abuse of Openness: Scientists are naturally reluctant to publish their data - as some who have not reported it came later, feeling as if gremlins had seized their work and lives. Some researchers have been harassed by many frivolous requests for information and in order to obstruct their work. That is particularly true in the science of climate where there are gremlins apparently well-funded, some of them * Ex-researchers at work. Worse, scientists have publicly criticized practices that may be reasonable misinterpreted. For example, good research requires the calibration of equipment, but was led to accusations of "adjustment data ". And a mathematical trick" used to simplify the calculation, has been misinterpreted as "inciting the public."

Worse, when Phil Jones, director of CRU, published its raw data for a 1990 article of research at a former London financial operator, Douglas J. Keenan, Keenan combed through the data and then tried to have the FBI arrest Jones co-author of the fraud. A survey allowed researchers across wrongdoing, but it took a toll on their time and work. Such incidents have a chilling effect on the willingness of scientists to publish their data. Some scientists who published their raw data, have been "recalculated" so to reach conclusions contrary to their findings, but they are responsible. reputable journals will not publish the wrong conclusions from "recalculated" the data, but some newspaper articles, blogs, and even congressional hearings will be used to promote controversy manufactured by someone who has actually done any research. And once the error is "out there", it is difficult to correct.

Sorting Out There: Sure, the public has a right to transparency in public research. Much of the scientific debate will take place at scientific meetings and those who wish to hear the search may attend a debate. The Gatekeeper FOIA has an important role to see that FOIA requests are valid, that scientists are not harassed, and that those wishing to use the data for non-scientists, or maliciously, have no easy access to data. The next step for those who do not like the decision of the Gatekeeper is to seek redress the courts - not by illegally hacking computers of the researcher.
