The 12th of May became a momentous evening with respect to language, particularly the Scottish Gaelic dialect and thus the Scottish people young and old.
Found in the previous census of Scotland, which occurred during 2001, there was a total of 58,652 Gaelic speakers. The overall pattern for the language has been one of steady decline. Even so inspite of the lack of Gaelic speakers, there is room for optimism.
Scotland Act
With the development of devolution, Scottish issues have begun to obtain greater focus, and the Gaelic Language (Scotland) Act was ratified by the Scottish Parliament on 21 April 2005.
In October 2009, a new settlement was made that allows Scottish Gaelic to be used officially amongst Scottish Government ministers and European Union officials. The offer was brought in by the Britian's representative to the European union and the Scottish government.
This will not grant Scottish Gaelic official status in the Eu, but provides it with the right to be a way of formalised communications within the EU's establishments. The Scottish government may have to spend on English translation services from Gaelic to other European languages.
The essential point to make is the fact that Scottish Gaelic has been permitted to be applied. Exactly how much it is going to be used for both official and casual conversation is yet to truly be observed, but do not anticipate English to disappear at any time shortly.
Historic day
Scottish education secretary Michael Russell claimed a spot in history as the very first man or woman to tackle an Eu gathering in Scots Gaelic.
Mr Russell delivered his speech at a meeting of ministers across all fellow member countries speaking about education, youth and culture..
Interpreters were supplied for his fellow workers while he spoke concerning youth policies in Gaelic before reverting to English.
Mr Russell said it was a great honour to be the first minister to deliver a speech in Gaelic.
He said: "The Scottish Government is committed to a sustainable future for the Gaelic language. I can think of no better way to promote the language within Europe than at a Council meeting which, by definition, encourages and promotes multilingualism."
A Memorandum of Understanding agreed upon last year established the technical plans in order to allow for Scottish Gaelic to be used within Eu establishments.
Nevertheless, interpretation will only be provided from Scots Gaelic into English, and not from English into Scots Gaelic - and the price tag regarding supplying interpreting and translation services will have to be accounted at the devolved Scottish government.
